If you want a specific Eeveelution without relying on luck, try walking Eevee as your buddy. Walk 10km and earn 2 candies, then evolve it during the day for an Espeon or at night for an Umbreon. Worked like a charm for me!

To evolve Eevee in Pokemon GO, you can use the naming trick! For example, name your Eevee 'Rainer' to get Vaporeon, 'Sparky' for Jolteon, and 'Pyro' for Flareon. Make sure to use these names before evolving and it works only one time per evolution type!
