To evolve Furfrou in Pokémon GO, you have to change its form rather than evolve it. Just select the 'Form Change' option when you have enough Furfrou candy!

You can't evolve Furfrou in Pokémon GO the way you do with other Pokémon. You can only change its form using candy.
