Goomy evolves with candies and rain. Simple as that.

To evolve Goomy into Sliggoo in Pokemon GO, you need 25 Goomy Candies. To evolve Sliggoo into Goodra, you'll need 100 Goomy Candies and either be near a PokéStop with rainy Lure Module or it has to be raining in the game!
