Make sure your Rockruff has 50 Rockruff Candies, and evolve it within the specified timeframe in-game. Easy peasy!

I evolved my Rockruff to Dusk Form by doing it exactly at 5:30 PM in-game time. Just watch the clock!

You can't evolve it outside of that one-hour window. It's a bit tricky but worth it!
