Simple! Become a dictator or a crime boss. Once you have enough power, the option to execute should appear in the interactions menu.

Focus on getting a government job and rising to power. Once you're in a position of authority, executing someone becomes an option.

I've played a ton of BitLife! To execute someone, work your way to becoming a country leader or a mafia boss. Then the option should pop up!
