Press 'F11' to quickly exit fullscreen mode while you're navigating in the Steam browser or playing a game that supports this shortcut. If that doesn't work, try looking for an 'exit fullscreen' option in the game's settings menu – usually found under 'video' or 'display' settings.

Just Alt+Tab out of the game. Works like a charm for me every time when I'm stuck in fullscreen and need to check something else on my desktop.
