Easy peasy, lemon squeezy! To expand your settlement size in Fallout 4, you gotta scrap everything you can. I mean, if it's not nailed down (and even if it is), scrap it. Trees, trash, old cars? Scrap 'em. It reduces the settlement's size meter, making room for you to build more stuff. Another trick is to drop weapons from your inventory within the settlement, then enter the workshop mode and store them. This weirdly also lowers the size meter, allowing for more building. Just keep an eye on game performance if you push it too far.

I once tried to build a mega city by exploiting that weapon drop trick. Ended up making my game slower than a sloth in molasses. So, yeah, it works, but maybe don't overdo it unless you want your game to chug.
