Go to Settings > System Settings > Restore PS3 System. Follow the prompts and choose 'Full Format' if you want a complete wipe!

Be careful, a factory reset will erase all your data! Go to Settings, select System Settings, then choose Restore PS3 System. Follow the prompts and you're golden.
