To farm Angler Fish, first off, you'll want to find yourself a nice spot in the Underground or Cavern layers where there's plenty of water. These fishes love the darkness, so no surface pools. Build a small fishing area by making sure there's enough space for the fish to spawn, and use a high-quality fishing rod with bait. Keep in mind, patience is key, and maybe bring a book or something while you wait for those bites.

Honestly, don't bother farming them. Just explore the Underground and Cavern layers while you're on other quests, and you'll run into plenty of them naturally. Works every time for me.
