To farm cursed skulls in Terraria, the best spot is the Dungeon after defeating Skeletron. Make sure you're in the pre-hardmode Dungeon because cursed skulls spawn more frequently there. Use water candles and battle potions to increase spawn rates. Build a small farm area with platforms to control where the skulls can spawn and to make collecting drops easier. Light it up well and keep moving to encourage spawning.
