Basically, you gotta do Grineer invasions until you get marked by the G3. Then, keep doing missions and they'll eventually show up to ruin your day!

To farm the Grustrag Three (G3), you first need to get a Grustrag Bolt release. This happens when you have at least 5-10 Grineer Invasion missions completed on your profile. After that, run Grineer missions in the level 10-30 range to get them to spawn. Good luck, Tenno!

Step 1: Do Grineer Invasion missions. Step 2: Keep running missions until the G3 finds you. Enjoy the chase!

I once had them spawn while I was busy sorting my mods. Took me by surprise and nearly lost my coffee! Keep those Grineer invasions rolling and they'll come for you.
