Honestly, I set up a small base near the ocean with a water candle and battle potions. The increase in spawn rates helped a lot, and I got tons of Tattered Cloth for those Goblin Battle Standards. Plus, the ocean view is pretty nice when you're waiting around for spawns.

Just go to the outer thirds of your map, especially near the ocean. No biggie. They spawn more there.

Farming Goblin Scouts in Terraria is all about hitting the beaches! These pesky scouts spawn near the edges of the map, particularly around the ocean biomes. To increase your encounters, make sure to clear a wide, flat area so you have good visibility and mobility. Plant yourself near the edges of the world, and they'll start appearing. Be patient, bring snacks, and maybe a chair. Happy hunting!
