If you're looking for War, you need to take down the Stalker or the Shadow Stalker. Unfortunately, it's all about RNG, so be prepared to grind a bit!
Just go after the Stalker, either normal or Shadow version. They drop different parts of the War. It's gonna take some time though.
Taking down the Stalker is your best bet. Defeating him has a chance of dropping War parts, but it might take some time. Keep at it, Tenno!
