Honestly, just go to the Plains of Eidolon and look around bodies of water. Gotta do it at night though!

Best place to farm Wisps is at the Eidolon lakes on the Plains of Eidolon at night! They appear near the water. Just fly around and grab 'em. Happy hunting!
