You need to create an Enlarged item that the goblin wants, like a giant sandwich! Use the Giant's Ear ingredient to make any item enormous, and then hand it over to the midget goblin. He's gonna love it!

From my experience, creating a Shrink Potion by mixing a Fairy and a Chameleon, then drinking it to approach the midget goblin, works best. He's not so midget anymore when you're tiny too!
Easy peasy! Just make a Shrink Ray potion using a Chameleon and Fairy, drink it so you shrink down to the goblin's size, and then interact with him. Voila! Happy goblin, happy wizard.
Just drop any food item near the midget goblin. He'll take it and thank you. It's as simple as that!
