You have to collect six Mysterious Components from Grunts to create a Rocket Radar. Use it to locate and battle Cliff at any Rocket Hideout!
To fight Leader Cliff, you'll need to gather Rocket Radar pieces by defeating Team GO Rocket Grunts. Once you have enough pieces, the Rocket Radar will assemble, revealing Cliff's location. Tap on his Pokestop or balloon to challenge him!
Honestly, just get a good team of Pokémon with high CP and effective moves. Beat the snot outta Cliff and collect those rewards.
