Ah, the infamous Moneybags! To give that bear what's coming to him, you'll have to wait until you've beaten the final boss, Ripto. After you've shown Ripto who's boss, you can find Moneybags lurking in Winter Tundra. Simply charge into him to make all those gems he swindled off you pop back out. Sweet, sweet revenge!
