Filling in rivers in Animal Crossing is super easy once you've unlocked the Island Designer app on your NookPhone! Just choose the water-scaping permit, and you can start paving over those rivers with dirt. Just stand next to the river you wanna fill, select the water-scaping tool, and press 'A' to start filling it in. Remember, you'll need to have completed the main storyline to unlock terraforming!
