Finding the Bound Goblin in Terraria is like going on a treasure hunt, but instead of gold, you're after an NPC! First, defeat a Goblin Army, which randomly invades after you've got at least 200 health. Post-victory, explore the cavern layer of your world. The Bound Goblin can spawn in any underground area, so keep your eyes peeled. Once you stumble upon him, simply talking to him will free and unlock him as the Goblin Tinkerer, your go-to guy for reforging gear.

Just smash a Goblin Army and then spelunk in the caverns. Bound Goblin's chillin' there waiting for a hero to unbind.

Honestly, I've stumbled upon the Bound Goblin more times by accident than actually looking. Just roam around the underground after a Goblin Army beatdown. It's Terraria, you'll bump into him eventually.
