Check out the wrecks in the Lost River biome. They usually have fragments for the Grapple Arm. Happy diving!

Head to the Blood Kelp Zone or Deep Grand Reef, and look near the wrecks. I found mine right next to a big piece of shipwreck in the Blood Kelp Zone.
