To craft Ion Power Cells, you'll first need to find Ion Cubes. You can locate these in the Alien Thermal Plant or the Primary Containment Facility. Once you have Ion Cubes and the blueprint (which you'll find in the Alien Thermal Plant), just combine an Ion Cube with two batteries in the fabricator!

Just grab some Ion Cubes from the Alien Base area or from drilling Ion Cube deposits. Then, use those in your fabricator with two batteries for each Ion Power Cell.
