Honestly, I think Jangles is overrated. Just focus on the quests and you'll stumble upon him eventually. No need to go on a wild monkey chase.

From firsthand experience, I found Jangles chilling in a locked room at the Space Station. Needed a lvl 2 lockpicking skill to get him. It was so worth the effort though, felt like I rescued a space hero!
