Lodgok's hiding, but he ain't doing a great job at it. Just follow the main story, and you'll bump into him. Can't miss it unless you're trying to.
Honestly, just play the game. Lodgok will turn up when he's supposed to. No need to turn every stone until you get to that part of the story.
