After you defeat Gulp, Metropolis will be open for business in Winter Tundra. Just look around the castle area!

Just follow the path in Winter Tundra until you see the Metropolis portal. It's right there after you unlock it.

To find Metropolis in the Winter Tundra world, head to the portal located right next to the entrance of the Winter Tundra castle. You'll unlock it after beating Gulp in the second world!
