Scan every wreck you find! Fragments for room blueprints are often hidden around them. Took me forever to find the Multipurpose Room, but it’s totally worth it.

Some rooms, like the Scanner Room, are in the Jellyshroom Cave or the Grand Reef. Exploring the deeper biomes helps a lot!
