Click on the Party Boat, visit a neighbor's town, and scan their lot for a telescope. Sometimes patience is key; not every neighbor will have one.

Honestly, just keep visiting different neighbors until you see that telescope. It's like a Where's Waldo adventure, but in Sim form!
