You can find Onkko in Cetus on Earth. Finish the Saya’s Vigil quest and then go to the secret Quills hideout. He’s right there!

First, make sure you’ve completed the Saya’s Vigil quest. Then, head to Cetus on Earth and look for him in the Quills' cave underneath the big Unum tower. Can't miss him!
