First, collect Mysterious Components by defeating Team GO Rocket Grunts. Once you have 6, they combine into a Rocket Radar, which reveals Rocket Leaders' locations!

You need to defeat Team Rocket Grunts to get the Mysterious Components. After getting six, your Rocket Radar will show you where the Leaders are hiding on the map. Took me forever, but I got 'em all eventually!

You got to beat Team Rocket Grunts to gather Mysterious Components. Six of them make a Rocket Radar to find those pesky Leaders!
