Honestly, I spent way too much time looking for Sans' workshop. Get the key from Sans' room in the house he shares with Papyrus, then go to the back of the house!
To find Sans' workshop, go to the house in Snowdin where Papyrus and Sans live, and check the right side of the house. There's a key hidden under the mat near their front door.
You can't access Sans' Workshop on a Neutral or Pacifist route鈥攊t's only available if you kill Sans in a Genocide run.
