Simple answer: Beat the Eater of Worlds or Brain of Cthulhu, and then wander around your world till you bump into him during daytime. He's not a night owl, for sure.

Once you've shown either of those bosses who's boss, the Tavern Keeper will randomly spawn somewhere in your world. Honestly, I never bother finding him. Just wait till he randomly appears near your base after you defeat Eater of Worlds/Brain of Cthulhu. Less hassle.
