Just keep playing and spinning PokéStops. Team Rocket Grunts will appear at some stops, and battling them will eventually lead you to a hideout. Easy peasy!

You gotta defeat a few Team Rocket Grunts first. Then you’ll get Mysterious Components, and when you've collected six, you can assemble a Rocket Radar to locate their hideout.

You don't 'find' them; they find you. Grunts are everywhere. Just look for the darker PokéStops and get ready to battle.
