Oh, the elusive Tortured Soul! These guys like to hang out in the Underworld, so you're gonna need to dive deep. Make sure you're in Hardmode, or else you won't spot 'em. And don't forget - once you find one, sprinkle a little Purification Powder on it to turn it into the Tax Collector NPC. Who knew saving souls would get you a tax collector, right?

just go to the underworld in hardmode. purification powder is your best friend for this mission!

Honestly, everyone makes it sound so easy. I searched for ages in the Underworld and almost got fried more times than I can count. Finally found one by sheer luck near a lava lake. Just be patient and keep your eyes peeled; they sort of blend in with all the chaos down there.
