You can spot the Annoying Dog at various spots in Undertale, especially when you're not expecting it. Just keep an eye out for random appearances!
Toby's dog? You mean the Annoying Dog! You can find it in the Ruins after solving the piano puzzle in Waterfall. It shows up in your inventory as an item called 'Dog Residue'.
