Disable Steam Overlay. Go to the game properties in Steam, and uncheck 'Enable the Steam Overlay while in-game.' Weirdly, this fixed it for me.

Sometimes it's as simple as running the game in compatibility mode. Right-click the game shortcut, go to Properties > Compatibility, and select an older version of Windows.

Reinstall the game. Sometimes a fresh install clears up any issues. Make sure to back up your save file first though!

Try verifying the game files through Steam. Right-click on Undertale in your library, go to Properties, then Local Files, and hit Verify Integrity of Game Files. Worked for me!
