Uninstall BattlEye manually: Go to your PUBG Mobile directory, find the BattlEye folder, and run the Uninstall_BattlEye.bat file. Restart your device and PUBG should reinstall it automatically.
Make sure your computer isn't blocking it. Sometimes Windows Firewall or other security software might interfere. Add PUBG and BattlEye to your exceptions list.
Hot take: Just uninstall and reinstall PUBG Mobile. It'll reset everything, including BattlEye.
