I had this same issue! What worked for me was forcing my monitor to 60Hz in the display settings, then making sure VSync was enabled in-game. It was super annoying at first, but after that, everything ran smoothly!

Hey there! If your Fallout 4 game is running like it's on fast-forward, try capping your FPS to 60. This game gets wacky with physics if the FPS goes too high. You can do this by tweaking the settings in your graphics card's control panel. Also, make sure VSync is on, as it helps keep frame rates stable. Good luck!
