Make sure your drivers are up to date, especially your graphics driver. Outdated drivers can cause games to not launch properly. Also, try verifying the game files if you're using Steam, it might catch a corrupted file causing the issue.
Short and sweet - compatibility mode is your best friend. Set it to Windows XP SP3 and run as admin. Every old game needs a little nudge to work on new systems.
Ran into this prob a while back and here's what worked for me: right-click on the GTA San Andreas shortcut, go to Properties, then Compatibility tab, and check 'Run this program in compatibility mode for:' and select Windows XP (Service Pack 3). Also, don't forget to check 'Run this program as an administrator' at the bottom. This should give the game a kick in the rear to start right up!
