Just clear the cache of GTA San Andreas. It works like a charm for me every time! Go to Settings > Apps > GTA San Andreas > Storage and hit 'Clear Cache'. Restart the game and enjoy smoother gameplay.

Honestly, just buy a newer phone. GTA San Andreas is old but still demands decent hardware to run smoothly. If you're on a very old model, that might be your real problem.
