Had this issue last week! Turned out my firewall was blocking Terraria. Make sure your firewall or antivirus isn't treating Terraria like it's up to no good. Adding an exception for Terraria in your firewall settings should do the trick.
Honestly, just play single-player. No connection issues if you don't connect to anyone.
