Oh, the classic mouse issue in GTA San Andreas! Easy peasy fix: Just go to the game's installation folder, find the 'gta_sa.set' file and delete it. Next time you start the game, it'll create a new settings file, and magically, your mouse should work. Worked like a charm for me!

Another quick fix is to try running the game in compatibility mode for Windows XP or Windows 98 and make sure to run it as an administrator. Also, toggling the frame limiter in the game's options might help. It's weird, but it somehow makes the mouse work better.

If you're still having trouble, there's a neat little program called 'Dinput8.dll' you can download and drop into your GTA San Andreas directory. It's specifically designed to fix mouse issues in older games running on modern systems. Just Google it, easy to find and use.
