First, make sure your Shadow PC is set to gaming mode. Then, try lowering your in-game graphics settings and disabling V-Sync. Worked for me!

Honestly, I had the same issue, and switching to a wired mouse solved it instantly. Wireless can sometimes be finicky with Shadow PC.
