Oh, the classic GTA mouse dilemma! Try running the game in compatibility mode for Windows 98 / Windows XP. Right-click on the game shortcut, go to Properties, then the Compatibility tab, and select one of those options. Another quick fix is to simply press Alt + Tab to minimize the game, then Alt + Tab again to maximize it. This can sometimes jumpstart the mouse into action.

This might sound weird, but disable the internet before starting the game. For some reason, it works wonders.

Honestly, just get a controller. Makes playing older games like GTA San Andreas way less of a hassle.
