Just put your Xbox in the DMZ (Demilitarized Zone) of your router. This essentially gives it open access to the internet. Be cautious though, as it will bypass most of your router's security features.

Static IP address. Give your Xbox a static IP address in your router settings and then forward the necessary ports. This should solve any NAT issues you're experiencing.

I had a similar issue, and what worked for me was enabling UPnP (Universal Plug and Play) on my router. Check your router's manual or online guides for instructions on how to enable it.
