Simple fix! Make sure to interact with all the owl bells you encounter. Sometimes, it's easy to miss one. If you're stuck, backtrack a bit and check for any bells you might have overlooked. They're usually not too far from where you're trying to go. Also, listen for the distinct sound they make. Helps a ton!

Hot take: just restart your game. I know it sounds like a pain, but this actually fixed it for me when nothing else did. Somehow the game didn't register that I had rung one of the bells. A quick restart and it worked like a charm.
