Make sure your controller is fully charged. Plug it into your PS4 or a charger using a working USB cable and leave it for a couple hours.
First, try resetting the controller. Locate the small reset button on the back near the L2 shoulder button. Use a paperclip to press it for a few seconds. Then, connect it to your PS4 via USB and turn on the console.
A quick fix that worked for me: Remove the battery entirely, plug the controller into the PS4 via USB, and it should power on. Then, reinsert the battery.
Replace the battery if nothing else works. You might need to open the controller and swap out its battery. Plenty of tutorials are available online for this!
