Holding the power button for about 7 seconds until you hear a second beep can also help. This can sometimes fix Safe Mode issues by forcing a complete shutdown and restart.
My PS4 got stuck in Safe Mode once. I fixed it by updating the system software using a USB drive. You just need to download the update file from the PlayStation website, stick it on a USB, and then use the 'Update System Software' option in Safe Mode.
Just get a PS5.
Honestly, sometimes you just need to reinitialize your PS4. It will wipe your data, so back up your saves first, but it will give your system a fresh start and often solves Safe Mode problems.
