How to Fix Terraria Not Launching
Ran into this issue myself and after some tinkering, I found a few fixes! First, try running Terraria as an administrator. Right-click on Terraria in your Steam library, go to properties, then local files, and browse. Find Terraria.exe, right-click it, and select 'Run as administrator'. If that doesn't work, verify the game files through Steam. Right-click Terraria in your library, go to properties > local files > verify integrity of game files. Sometimes files get corrupted and this will fix it if that's the case!

Honestly, just reinstall the game. It's the quickest fix if you ask me. Saves you from all the hassle of troubleshooting.
Update your graphics drivers. Outdated drivers can cause all sorts of problems with games not launching correctly.
Did you try turning off your antivirus? Sometimes antivirus programs can wrongly flag games. Try disabling it temporarily and see if Terraria launches.
