Fixing the pipes in Fallout 4 is actually a part of a quest you'll come across in the game, specifically in the Thicket Excavations area. You have to dive underwater in a few spots to repair leaks in the pipes. Pro tip: make sure you've got enough Rad-X to reduce radiation damage and maybe a rebreather if you've found one to help you stay underwater longer. Look for bubbles on the surface; that's where the leaks are!

Honestly, I just skipped that quest. Too much hassle dealing with radiation. Just move on to other quests; there's plenty to do in Fallout 4!
