In my experience, contacting your ISP to let them know about the packet loss issue helped me. Turns out, there was a problem on their end, and they were able to fix it. So, don't be shy to give your provider a call!

Honestly, sometimes the servers are just having a bad day. If you've tried everything and it's still not working, it might just be the Valorant servers. Wait it out and try again later.
