I had this issue and none of the basic steps worked for me. It turned out my firewall settings were blocking some of Valorant's server connections. Make sure to check your firewall and antivirus settings to ensure they're not interfering with Valorant. If you're not sure how to do it safely, maybe ask a friend who's good with computers or look up a guide online.
